Forby is based on the principle that people make decisions through conversations.
Conversations are the fabric, or protocol, that all considerations, opinions, evidence and statistics are embedded in.
This is true if you are debating a course of action with yourself, and it's also true if you are a member of a legislative body with hundreds of members representing millions of people.

This type of conversation is easy to have when there are just a few people, or even a room full of people sitting together, and fully prepared for the conversation.
But when there are too many people,
or if the people are spread out and unable to meet in one room often, or at all,
or if they need time to understand all of the arguments,
these dialogues just don’t happen.
Parts of the dialogue may happen between smaller subsections of the larger group.

But these small conversations get lost.

Sometimes these conversations are dominated by a few, and not everyone is given equal space.

AND Some of these conversations may even happen behind closed doors.

But in order for groups to consistently make the best decisions, and come up with the best paths moving forward, this dialogue must be the standard process. It must routinely include as many members of the group as possible in a way that the entire group can see and understand.
